Policy Guidelines & Procedures for New Facilitators

POLICY GUIDELINES AND PROCEDURES FOR THE SCREENING, SELECTION AND APPROVAL
OF PISM FACILITATORS

I. RATIONALE

1. To enhance and strengthen the professorial pool of competent facilitators for the various seminars and courses offered by the Institute as well as other courses and programs developed by PISM in collaboration with other educational and training institutions.

2. Be able to tap professional practitioners in the field of purchasing and supply management to act as facilitators for the professional development center of PISM.

3. Be able to screen and select qualified facilitators for PISM seminars and other training courses and programs.

 

II. ORGANIZATION

1. The Facilitator Accreditation Council (FAC) shall be composed of the following

(a.) Commissioner for Professional Development - Chairman

(b.) Director-in-charge for Professional Development – Co-Chairman

(c.) At least three PISM Facilitators (Professor IV)

2. Five (5) members present of the FAC shall constitute a quorum.

3. Duly screened and selected candidates for facilitators shall be recommended by the Facilitator Accreditation Council to the Board of Directors for approval.

 

III. MINIMUM QUALIFICATIONS

1. Applicant must be an active member of the Philippine Institute for Supply Management, Society of Fellows or Foundation of the Society of Fellows in Supply Management.

2. Applicant must have least five (5) years experience in the field of purchasing and supply management.

3. Must hold a college degree from any of the reputable educational institutions.

4. Must have good communication skills.

 

IV. FACILITATOR CATEGORY

1. Facilitator I (Instructor)

(a.) Meets minimum requirements.

2. Facilitator II (Senior Instructor)

(a.) Must have at least two years experience in teaching or facilitating seminars.

(b.) Should have at least two years supervisory experience in purchasing and supply chain.

(c.) Must have acceptable presentation skills.

3. Facilitator III (Associate Professor)

(a.) Should have at least seven (7) years of experience in purchasing and supply chain.

(b.) Should have developed at least one two-hour training program in any field of Supply Management.

(c.) Must have good presentation skills.

4. Facilitator IV (Senior Associate Professor)

(a.) At least ten (10) years experience in supply management and at least five (5) years managerial experience.

(b.) Should have some graduate school units or equivalent.

(c.) Should have at least five (5) years teaching or facilitating experience.

(d.) Should have developed at least one full-blown (2 to 3 day) seminar in any field of Supply Management.

(e.) Should have superior presentation skills.

5. Facilitator V (Professor)

(a.) At least 15 years experience in supply management with at least five (5) years managerial experience.

(b.) Should have some graduate school units or equivalent.

(c.) Should have at least five (5) years teaching or facilitating experience.

(d.) Should be a C.P.M. or equivalent.

 

V. APPLICATION AND SELECTION GUIDELINES:

1. An applicant who wishes to apply as a PISM facilitator must submit a comprehensive resume together with the duly accomplished PISM application form to be submitted to the Secretariat Office of PISM.

2. The Professional Development Steering Committee (PDSC) shall be reviewed the application.  If the PDSC finds subject applicant meeting the minimum requirements, applicant shall be scheduled for interview with the Facilitator Accreditation Council. The interview process shall include presentation by applicant of a chosen topic in a seminar on Purchasing and Supply Management.

3. After completing the interview and presentation, The PDSC shall assess and rank the applicant.

 

VI. SELECTION GUIDELINES:

1. Upon satisfactorily completion of the steps under Section IV, the Facilitator Accreditation Council through its Chairman shall recommend for approval to the PISM Board acceptance of applicant as well as his/her assigned Facilitator Category.

2. Applicant selected shall be notified and will be asked to sign a letter of agreement with PISM.  Unsuccessful applicants shall be duly notified by the Secretariat.

 

VII. BUDDY SYSTEM:

1. Before a new accredited facilitator is asked to deliver a seminar, he/she shall be first assigned to a mentor where he/she will be tasked to deliver a topic in a seminar facilitated by the mentor. This process is called a "Buddy System".

2. After the conduct of seminar, the mentor shall assess and rate the "buddy" facilitator based on the "buddy" rating criteria. Only after the "buddy" facilitator satisfactorily passes the buddy system will he/she shall already be assigned a seminar to deliver.

3. During this process, the "buddy" facilitator shall not be entitled to any remuneration.
